Canada's new AI funding for business: what changed in 2026, and the deadlines

Three things changed in 2026: a national AI strategy, a $500 million BDC loan program, and $500 million more for regional AI funding with deadlines in November and January. Who qualifies, and what to do first.

    The short answer

    • On 13 October 2026 the federal government added $500 million over five years to the Regional Artificial Intelligence Initiative, bringing it to $700 million in total, delivered by the regional development agencies.
    • In southern Ontario, FedDev Ontario accepts applications until 19 January 2027 at 4:59 p.m. EST, and asks for them by 24 November 2026 if project costs start before 31 March 2027.
    • FedDev Ontario's AI Adoption stream offers $125,000 to $5 million as a repayable contribution covering up to 50% of costs, for for-profit businesses with at least 3 years of operations and 5 to fewer than 500 FTE employees.
    • ACOA's Atlantic call closes on 20 November 2026 at 11:59 p.m. ADT, requires a funding request of at least $1 million, and excludes routine software purchases and standard ERP implementations.
    • BDC's LIFT program, launched on 24 April 2026, earmarks $500 million for loans from $25,000 to $5 million for AI, digital tools, data infrastructure and cybersecurity.

Canada changed how it funds business AI adoption in 2026. The national AI strategy, AI for All, was announced on 4 June 2026 with a target of 60% of businesses using AI by 2034. On 13 October 2026 the government added $500 million to the Regional Artificial Intelligence Initiative, and the regional agencies opened intakes with deadlines on 20 November 2026, 24 November 2026 and 19 January 2027. BDC had already launched a $500 million AI loan program in April.

This page explains what happened, who each program is for, what it will not pay for, and what to do before the deadlines. Every date was checked against the government or BDC page that announced it. It is general information, not financial advice, and the agency decides eligibility. We will update this page when the regional agencies change their intake dates or publish new terms. If you have an AI project in mind and need its scope written down clearly before you apply, we can help you define it.

What does AI for All promise businesses?

AI for All is a five-year national strategy with three priorities: public trust, opportunity and sovereignty. Its headline targets are $200 billion in added economic growth over five years, 250,000 new AI-related jobs, and AI adoption rising from just over 12% of businesses to 60% by 2034.

For small and medium-sized businesses, the strategy page lists these measures:

    MeasureAmountWhat it does
BDC LIFT$500 millionLoans for SMEs adding AI tools to their operations

The strategy also commits to modernizing consumer privacy law. The bill that would do that, Bill C-36, is covered in Bill C-36 explained.

    One number to read carefully

The strategy's 12% baseline is Statistics Canada's 2025 figure. Statistics Canada published a newer one, 19.2%, on 27 May 2026, a week before the strategy launched. The strategy also says about 8% of SMEs have adopted AI, without naming a source, while BDC's April release says 30% of SMEs used AI in 2025. We compare these in AI adoption statistics for Canada.

What is the Regional Artificial Intelligence Initiative?

The Regional Artificial Intelligence Initiative is federal funding for AI projects, delivered by the seven regional development agencies. After the 13 October 2026 expansion it has $700 million in total, including an additional $500 million over five years under AI for All.

The federal program page describes three streams:

    • AI adoption: helps small and medium-sized businesses and not-for-profits adopt and integrate AI to improve productivity, competitiveness, growth and resilience.
    • AI commercialization and scale-up: helps Canadian AI start-ups and scale-ups validate, commercialize and scale Canadian-made AI products.
    • AI ecosystem enablement: helps incubators, accelerators and other not-for-profits give businesses technical and advisory support.

Applicants must also be incorporated in Canada or Ontario, own or have the rights to the project's intellectual property, and show a commitment to the responsible development and use of AI, including cybersecurity, human oversight and accountability. Depending on the project, privacy, data governance, fairness, safety and transparency may also apply.

Examples of eligible adoption activities on FedDev's page: AI readiness assessments, acquiring and integrating AI solutions, upgrading equipment and digital infrastructure, strengthening data governance, cybersecurity and employee training. Priority may be given to SMEs in healthcare and life sciences, energy and natural resources, transportation, agriculture, and manufacturing and robotics.

    The 24 November date

FedDev's page says to apply by 24 November 2026 if your project and its eligible costs start before 31 March 2027. If you plan to start in 2027, the 19 January 2027 deadline applies.

    Atlantic Canada: what ACOA requires

ACOA's Atlantic-wide call for proposals closes on 20 November 2026 at 11:59 p.m. ADT. It is open to Atlantic Canadian small and medium-sized businesses that meet the existing Regional Economic Growth through Innovation (REGI) program requirements, and the funding requested must be at least $1 million.

    • Funding is a repayable contribution, so the project must show it can generate sustainable growth and economic returns.
    • Stream 1, AI adoption: integrating AI to improve productivity, competitiveness and resilience, including readiness work such as change management and cybersecurity.
    • Stream 2, AI commercialization and scale-up: validating, deploying and growing Canadian-developed AI solutions.

ACOA's page explicitly excludes routine software purchases, standard ERP implementations, general IT modernization and training-only projects.

BDC LIFT: AI loans for SMEs

LIFT, short for Lead with Innovation and Focus on Technology, is a BDC program launched on 24 April 2026 with $500 million earmarked for SME technology adoption. Loans range from $25,000 to $5 million.

    • What it funds: digital tools, data infrastructure, cybersecurity and Canadian AI applications, plus advanced equipment such as automation, robotics and machinery, and expert advisory support.
    • Advice: eligible owners are paired with AI advisors who help identify opportunities and see implementation through.
    • Repayment: BDC says repayment is flexible, including postponing principal payments for up to two years.
    • Rate: BDC's release does not state an interest rate. It says conditions apply and that Canadian-developed AI tools are prioritized.
    • Target: BDC aims to help over 1,000 SMEs adopt AI.

LIFT is a loan, not a grant, and it is not tied to the regional intake deadlines. It is the route most likely to fit a project below the regional programs' minimums.

What will this money not pay for?

The regional programs will not pay for buying ready-made AI subscriptions. FedDev Ontario's AI Adoption stream excludes the purchase of commonly available AI tools, and ACOA excludes routine software purchases, standard ERP implementations, general IT modernization and training-only projects.

In plain terms, a chatbot subscription for your team is out. A project that connects AI to your own data and processes, with a measurable result such as hours saved or faster turnaround, is the kind these programs describe. That also means the project has to be defined before you apply: what it will do, what data it uses, how you will measure success, and how privacy and human oversight are handled.

That definition is the part we can help with. We will write down the scope, the systems it connects to and a realistic timeline, which gives you something concrete to bring to the agency. We do not decide eligibility, and we do not promise approval. Ask us to scope your AI project.

    Which program fits your business?

Match the program to your size, region and project. This table is a starting point, not an eligibility ruling.

    Your situationMost likely fitWhy
Southern Ontario, 5 to 499 FTE, 3+ years, project of $250K or moreFedDev Ontario AI AdoptionUp to 50% of costs, repayable, $125K minimum contribution
Atlantic Canada SME with a large AI projectACOA RAII callRequires a request of at least $1 million; closes 20 November 2026
Smaller project, any provinceBDC LIFTLoans from $25,000, with advisory support

Building an AI product to sellCommercialization stream of your regional agencySeparate stream with different rules
Only want ready-made AI subscriptionsNone of theseCommonly available tools are excluded from the regional programs

The $250K figure in the first row is simple arithmetic, not a program rule: a $125K minimum contribution at up to 50% cost share implies a project of at least $250K.

What to do now: a deadline checklist

Work backwards from your deadline. If you are in Atlantic Canada, you have until 20 November 2026. In southern Ontario, 24 November 2026 matters if you want to start before 31 March 2027.

    1. 1Confirm your regional agency and open its RAII page. Intake dates differ by region.
    2. 2Check the size and age rules against your own numbers: FTE count, years operating, incorporation.
    3. 3Pick one process and measure it: hours per week, error rate, turnaround time. The ROI calculator helps put a yearly figure on it.
    4. 4Write the project scope: what the AI will do, which systems and data it touches, and what it will not do.
    5. 5Write down how you will handle privacy, cybersecurity and human oversight. FedDev asks for a commitment to responsible AI.
    6. 6Confirm you will own the intellectual property, or have the rights, in your contract with any developer.
    7. 7Decide your start date, because it decides whether 24 November 2026 or 19 January 2027 applies in southern Ontario.
    8. 8Contact your agency early with questions; the federal program page directs applicants to their regional agency.
